How to calculate dose from a lyophilized peptide vial beginner question

Hey mates just got my first vial of BPC-157 lyophilized powder 2mg total. I’m trying to figure out how much bacteriostatic water to add so I can pull out a 250mcg dose each time. I know the math is dose wanted divided by concentration but I’m mixing up the units.
If I add 1ml water that gives me 2mg/ml right? 5 units on an insulin syringe. Does that sound right or am I missing something?
5ml insulin syringe for better accuracy or is a 1ml fine? I’ve seen some guys say to add 2ml and then half the dose but that seems confusing. Any tips on keeping it sterile and avoiding bubbles would be ace.
